Russia has radically changed its tactics of hybrid warfare in Europe: from one-time “Telegram terrorists” to well-prepared sabotage networks.<\/em><\/strong><\/p>\n

On May 6, 2026, the Internal Security Agency of Poland published its annual report<\/a>, which formulated a thesis that breaks the previous logic of assessing hybrid threats from the Russian Federation. In 2024 and 2025, the Polish service initiated 69 espionage investigations, which equals the total number of cases for the period from 1991 to 2023.<\/p>\n

Poland’s Internal Security Agency, or ABW directly states<\/a> that Moscow is moving from a model of one-time online-recruited executors to the creation of complex sabotage cells based on closed structures of organized crime<\/strong>, with a priority focus on recruiting former military personnel, police officers, and mercenaries of the Wagner Group.<\/p>\n

This trajectory is also confirmed by Associated Press, which documented<\/a> 145 incidents of sabotage and subversion, linked by Western officials to Russia or Belarus, and recorded a jump in arsons and explosions from one in 2023 to 26 in 2024. In a broader analysis<\/a> by GLOBSEC and International Centre for Counter-Terrorism (ICCT), presented in the Munich Security Report 2026, the figure of 151 hybrid incidents in 2025 appears, which is four times higher than the previous year’s indicators. Ukraine was only the first testing ground for this model, and the current European security architecture is not adapted to it<\/strong>.<\/p>\n

Levus argues that two recent incidents stand out as particularly revealing examples of a broader pattern that Polish investigators are increasingly treating as part of a single chain of Russian sabotage operations. In May 2024, the Marywilska 44 shopping centre in Warsaw\u2019s Bielany district, which housed more than a thousand retail outlets, was destroyed by fire. A year later, Prime Minister Donald Tusk publicly confirmed that the attack had been ordered by Russian intelligence and that investigators had identified a GRU officer operating from Russian territory as the coordinator behind the operation.<\/p>\n

The analyst points to another significant case that occurred in November 2025, when explosions and accidents disrupted rail traffic on the Warsaw\u2013Lublin route near Mi\u0119dzyrzec and Pu\u0142awy. Two trains, including a passenger service, were affected along a corridor used for transporting assistance to Ukraine. According to Levus, Tusk described the incident as an act of sabotage without precedent in modern Poland.<\/p>\n

The foreign policy expert notes that Poland\u2019s Internal Security Agency (ABW) views these incidents not as isolated events but as elements of Russia\u2019s undeclared campaign against Western countries. The agency argues that Russian intelligence services are increasingly employing methods traditionally associated with special operations, including reconnaissance and sabotage. He highlights that 62 individuals have been arrested in connection with such activities over the past two years, while the long-term objective identified by the ABW is the weakening of Euro-Atlantic institutions, the isolation of individual states, and the destabilization of political, social, and economic systems across Europe.<\/p>\n

The author rejects the notion that the threat is diminishing. He refers to a November 2025 assessment by S&P Global Market Intelligence, which warned that the decline in the number of registered incidents during 2025 likely reflected a period of strategic regrouping rather than genuine de-escalation. The report projected that both the frequency and the scale of hostile operations would increase throughout 2026.<\/p>\n

According to the analyst, Western security officials have also warned that future Russian operations could have consequences far exceeding those recorded between 2022 and 2025. In their assessment, Europe may soon face incidents with a significantly greater impact on individual states and critical infrastructure.<\/p>\n

Levus highlights findings from the March 2025 CSIS report, Russia\u2019s Shadow War Against the West<\/em>, which cites statements from senior British intelligence officials. MI6 chief Richard Moore characterized Russia\u2019s activities in Europe as \u201cstunningly reckless,\u201d while MI5 Director General Ken McCallum argued that the GRU is engaged in a long-term campaign designed to create instability and disorder across British and European societies.<\/p>\n

The expert further points to the July 2024 operation conducted jointly by American and German intelligence services, which disrupted an alleged Russian plot to assassinate Rheinmetall CEO Armin Papperger. As the head of Germany\u2019s largest supplier of military equipment to Ukraine, Papperger represented a strategic target. Levus notes that this was the first publicly documented case in Europe involving plans to eliminate the head of a defence company in order to weaken support for Kyiv.<\/p>\n

He also draws attention to developments in Germany in May 2025, when federal prosecutors charged three Ukrainian citizens with participation in a separate Russian-directed conspiracy involving the shipment of explosive parcels across Europe. Some packages reportedly passed through logistics hubs connected to routes toward the United States and Canada. According to Western officials, the operation may have been intended as preparation for attacks on cargo aircraft and carried the potential for mass casualties.<\/p>\n

The analyst argues that these developments demonstrate that Russia\u2019s activities are no longer confined to Ukraine. In his view, Moscow is already operating within Europe itself, applying pressure through sabotage, disinformation, and covert action. The strategic logic described in the ABW report seeks simultaneously to reduce political support for Ukraine and erode public confidence in European governments.<\/p>\n

The author also references a March 2025 report by ACLED, which concluded that increasing polarization within European societies is creating favourable conditions for Russian influence operations. Levus notes that Russian operatives can increasingly draw not only on criminal networks but also on radicalized activists and segments of economically vulnerable migrant communities.<\/p>\n

While acknowledging that the European Union imposed FIMI sanctions in January 2026 against six Russian individuals involved in disinformation campaigns, the expert argues that such measures remain largely reactive and insufficient relative to the scale of the challenge. He contends that an effective response will require a shift from a predominantly defensive posture toward proactive efforts aimed at dismantling the infrastructure that enables Russian influence and sabotage operations.<\/p>\n

In conclusion, Levus stresses that closer coordination among European intelligence and security services, particularly within frameworks such as Baltic Sentry, must be combined with systematic knowledge-sharing from Ukraine. As the only European country with more than a decade of institutional experience confronting Russian hybrid operations, Ukraine possesses expertise that could significantly strengthen European resilience. He warns that unless such adjustments are made in the near future, similar operations are likely to occur elsewhere in Europe, potentially carrying even greater political and human costs.<\/p>\n
