{"id":1386061,"date":"2026-06-11T12:02:00","date_gmt":"2026-06-11T09:02:00","guid":{"rendered":"https:\/\/uatv.ua\/?p=1386061"},"modified":"2026-06-10T11:18:58","modified_gmt":"2026-06-10T08:18:58","slug":"bundeswehr-says-germany-was-slow-to-recognize-the-scale-of-russia-s-hybrid-attacks","status":"publish","type":"post","link":"https:\/\/uatv.ua\/en\/bundeswehr-says-germany-was-slow-to-recognize-the-scale-of-russia-s-hybrid-attacks\/","title":{"rendered":"Bundeswehr Says Germany Was Slow to Recognize the Scale of Russia\u2019s Hybrid Attacks"},"content":{"rendered":" <p>Germany was late in recognizing the scale of Russia\u2019s hybrid attacks, but in recent years its political leadership and security institutions have increasingly drawn public attention to the threat.<\/p>\n   <p>According to <a href=\"https:\/\/uatv.ua\/en\/\">UATV English<\/a>, this was stated by Colonel S\u00f6nke Marahrens, a representative of the Digitalization and Capability Development Center of the Bundeswehr\u2019s Cyber and Information Domain Service (CIR), as quoted by <a href=\"https:\/\/www.ukrinform.ua\/rubric-world\/4132225-nimeccina-iz-zapiznennam-usvidomila-masstabi-gibridnih-atak-rf-polkovnik-bundesveru.html\">Ukrinform<\/a>.<\/p>\n   <p>Speaking at the New Age Defence security conference in Berlin, Marahrens acknowledged that Germany was relatively late in recognizing that it was being targeted through hybrid methods.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cBut I would say that over the past one and a half to two years, we have seen a shift at the political level as well,\u201d he said.<\/p>\n<\/blockquote>\n   <p>According to Marahrens, German intelligence agencies and state institutions are now much more open about informing citizens of the changing security environment.<\/p>\n   <p>The colonel stressed that hybrid threats go far beyond drones or sabotage against critical infrastructure.<\/p>\n    <blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cIt is not only drones, and it is not only undersea cables. It is also disinformation within our society. It is the use of political and judicial systems, and the concept of \u2018one-time agents,\u2019\u201d he said.<\/p>\n<\/blockquote>\n   <p>Marahrens noted that one of the most visible manifestations of recent hybrid activity has been the appearance of unidentified drones over critical infrastructure sites. In his view, the primary effect of such operations is psychological rather than military.<\/p>\n   <p>At the same time, he emphasized the need to strengthen Germany\u2019s mechanisms for responding to hybrid threats.
