UATV English<\/a> reports. <\/p>\n In the interview, Berset addressed key issues including international accountability mechanisms, the establishment of a special tribunal for Russia\u2019s crimes, efforts to return Ukrainian children, and the organization\u2019s long-term work in strengthening the rule of law and anti-corruption reforms in Ukraine.<\/p>\n
\u2013 Thank you so much for this opportunity.<\/strong> It’s very important for Ukrainians and Ukraine. And my first question is about this week in the PACE meeting in Strasbourg. And tomorrow you are going to reply to questions from parliamentarians from Europe. What will be your key message regarding Ukraine?<\/strong><\/p>\n \u2013 Thank you very much for being here, first of all, and for asking this question. I think it will be a very good occasion tomorrow to answer their questions and to explain where we are. The Council of Europe is not only strongly dedicated to the support for Ukraine, but is also really delivering.<\/p>\n
We are not delivering money or weapons. It’s not our core business. Our core business is to deliver on accountability.<\/p>\n<\/blockquote>\n
We have the European Court of Human Rights. You can remember this interstate case between Ukraine and the Netherlands against Russia. You know the Register of damage, you know the Claims commission, and all the discussion about the Special Tribunal.<\/p>\n
I think it is exactly where we can deliver, and it will be a good occasion to make a point on this situation tomorrow.<\/p>\n
\u2013 President Zelenskyy visited Strasbourg last summer. And an agreement establishing a special tribunal was signed. At what stage is this process now?<\/strong><\/p>\n \u2013 It is quite well advanced. We are really happy to see that today, at the moment whenre we speak, and heading to Chisinau for the ministerial conference of the Council of Europe, we have now 19 countries, member states willing to join [the Enlarged partial agreement on the Special Tribunal], and also one non-member state already, Costa Rica. And it is a strong signal because it allows us to really create the tribunal and to make steps forward.<\/p>\n
We now need strong financing, resources, also from the Netherlands to create a tribunal. But I think it is a very positive signal. <\/p>\n
You mentioned the visit of President Zelenskyy to Strasbourg, and it is important for me to underline that President Zelenskyy participated last year in two conferences of the Council of Europe.<\/p>\n
One here in Strasbourg for signing the agreement about the establishment of a Special Tribunal, and also in December in The Hague for the creation of the Claims Commission. And this support and this collaboration is very strong. <\/p>\n
It is really for Ukraine, for accountability. Because we really want also for Ukraine and all Europe all together to live in a world where peaceful relations, accountability, and the rule of law will prevail – and not destruction, suffering, war, and impunity. That is why we are doing this.<\/p>\n
\u2013 Despite international sanctions, despite international pressure onto Putin, he continues to attack Ukraine, attackingattacks with ballistic drones. In your view, what could help stop this aggression now?<\/strong><\/p>\n I think we are facing quite a complicated situation right now with a huge instability in the world. We also have other places where we have a terrible situation. But the most important thing for us is always to have Ukraine and the support for Ukraine at the very center of our work.<\/p>\n
It is our main, first and most important priority, and it will remain so. And we know that we will need time, you know. It is not possible for us to see this as a short-term engagement.<\/p>\n
We want a long-term engagement. And I think this instability is not helping to stop the war in Ukraine. That’s the first element.<\/p>\n
You mentioned the sanctions. We are definitely not delivering at this level. We deliver at the level where accountability must prevail.<\/p>\n
And I think it is also an element helping to envisage, to hope that soon it will be possible to have a ceasefire.<\/p>\n
\u2013 The Council of Europe is actively working to help return Ukrainian children, bring back Ukrainian children and prisoners of war. Has there been any recent process in these efforts?<\/strong><\/p>\n \u2013 It is a major problem. It is a human rights problem. It is a huge problem also for the children.<\/p>\n
Just imagine what it means.The war started in 2014 – it is now 12 years ago. And the full-scale aggression started in 2022. We now have more than four years. Four years for young children. It could be their whole life. <\/p>\n<\/blockquote>\n
And this has really strong negative consequences for the children, for human rights. And that is why it is so important to do what we can to correct this. <\/p>\n
Our role at the Council of Europe is to always raise awareness of this very important element, this tragedy for families and for children.<\/p>\n<\/blockquote>\n
It is also to do coordination and to work with different actors. And it is exactly in that sense that I decided to appoint [in 2025] a special envoy dedicated to the children of Ukraine last year. She is the former Icelandic Minister for Foreign Affairs Th\u00f3rd\u00eds Gylfad\u00f3ttir; and she is doing really a good job for the Council of Europe.<\/p>\n
But we need a really strong collaboration between different organizations to make steps forward. We saw in the recent past some positive elements, but at a very low level, not enough. But it underlines the fact that it is possible.<\/p>\n
It is possible to achieve some results. It is possible to have positive development. And we need to continue on that path.<\/p>\n
\u2013 And the last question is, which are the key areas of the Council of Europe’s work with Ukraine? Would you highlight particularly anti-corruption efforts and the rule of law?<\/strong><\/p>\n \u2013 Our work with Ukraine, of the Council of Europe, started a long time ago. We have Ukraine as our member state since 30 years. We have collaborated during all those years.<\/p>\n
The Council of Europe has a very important office in Kyiv. And I want to underline the very strong engagement of all the people working for our office, the Council of Europe in Kyiv.<\/p>\n
They are with you, at your side. They are living in war conditions in Ukraine, and they are delivering on the work that we are doing there. And this is part of the very long-standing engagement that we have.<\/p>\n
We have some projects for different elements. You mentioned anti-corruption. It’s a very important one.<\/p>\n
We can also mention the independence of justices. We can also mention what we can do to be ready – with Ukraine, and with you, at your side – for the day, for the moment where election will be possible. In a democracy, we need elections, but in war conditions, it’s not possible. I mean, we should envisage this.<\/p>\n
And then, to be present for recovery and reconstruction. That’s why it’s a very long-standing engagement, based on all the accountability work we are doing.
