{"id":1288147,"date":"2026-01-14T20:02:00","date_gmt":"2026-01-14T18:02:00","guid":{"rendered":"https:\/\/uatv.ua\/?p=1288147"},"modified":"2026-01-14T16:35:12","modified_gmt":"2026-01-14T14:35:12","slug":"e90-billion-over-two-years-von-der-leyen-unveils-details-of-eu-loan-for-ukraine","status":"publish","type":"post","link":"https:\/\/uatv.ua\/en\/e90-billion-over-two-years-von-der-leyen-unveils-details-of-eu-loan-for-ukraine\/","title":{"rendered":"\u20ac90 Billion Over Two Years: Von der Leyen Unveils Details of EU Loan for Ukraine"},"content":{"rendered":"\n<p>European Commission President <strong>Ursula von der Leyen<\/strong> has presented details of an approved proposal for a <strong>joint European loan worth \u20ac90 billion<\/strong> to support Ukraine over the next two years, <strong>2026\u20132027<\/strong>.<\/p>\n\n\n\n<p>She made the announcement at a press conference in <strong>Brussels<\/strong> following a meeting of the College of EU Commissioners,\u00a0<a href=\"https:\/\/uatv.ua\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">UATV English<\/a>\u00a0reports.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThis morning at the European Commission, we adopted a legislative proposal. We will provide Ukraine with \u20ac90 billion for 2026 and 2027. This is being done through enhanced cooperation \u2014 involving 24 out of 27 EU member states,\u201d von der Leyen said.<\/p>\n<\/blockquote>\n\n\n\n<p>According to her, <strong>one third of the loan (\u20ac30 billion)<\/strong> will be allocated for <strong>budgetary support<\/strong>, while <strong>two thirds (\u20ac60 billion)<\/strong> will be directed toward <strong>defense support<\/strong>.<\/p>\n\n\n\n<p>Von der Leyen emphasized that the loan is designed to strengthen Ukraine both <strong>on the battlefield<\/strong> and <strong>institutionally<\/strong>, ensuring the continued functioning of state authorities and covering key budgetary needs.<\/p>\n\n\n\n<p>Regarding defense procurement under the loan, priority will be given to <strong>weapons produced in the EU, Ukraine, and countries of the European Economic Area \/ European Free Trade Association (EEA\/EFTA)<\/strong>. If specific systems cannot be sourced from these regions, procurement from <strong>third countries<\/strong> will be permitted.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cThe \u20ac30 billion in budgetary support is intended to help Ukraine advance reforms and modernize the country. These investments are also conditional on reforms aimed at bringing Ukraine closer to EU membership,\u201d von der Leyen said.<\/p>\n<\/blockquote>\n\n\n\n<p>At the same time, she noted that the European Commission\u2019s proposal for a <strong>reparations-based loan mechanism<\/strong> remains on the negotiating table.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cIt was also very important to send a strong reminder to Russia. We reserve the right to use frozen Russian assets, and the documents show that these assets will remain frozen until the end of the war and until reparations are paid,\u201d she said.<\/p>\n<\/blockquote>\n\n\n\n<p>Von der Leyen added that this principle is also reflected in the loan\u2019s structure, stressing that <strong>Ukraine will not be required to repay the loan until reparations are made<\/strong>.<\/p>\n\n\n\n<p>As previously reported, on <strong>December 19<\/strong>, European Council President <strong>Ant\u00f3nio Costa<\/strong> announced that EU leaders at the Brussels summit had agreed on <strong>\u20ac90 billion in support for Ukraine for 2026\u20132027<\/strong>.<\/p>\n\n\n\n<p>However, <strong>three EU member states \u2014 Czechia, Hungary, and Slovakia \u2014 will not participate<\/strong> in the implementation of the joint loan funded through the EU budget.<\/p>\n\n\n\n<p>Ukrainian President <strong>Volodymyr Zelenskyy<\/strong> has stated that the \u20ac90 billion support package from the EU sends a clear signal to Russia that <strong>Ukraine will endure<\/strong>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>European Commission President Ursula von der Leyen has presented details of an &#8230;<\/p>\n","protected":false},"author":67,"featured_media":1252343,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"_acf_changed":false,"footnotes":""},"categories":[13,49,36418,36415],"tags":[78],"sources":[],"class_list":["post-1288147","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-news","category-news-en","category-11473-news-en-2","category-11473-news-en","tag-homepage-en"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.2 -
