{"id":1276161,"date":"2025-12-24T19:06:00","date_gmt":"2025-12-24T17:06:00","guid":{"rendered":"https:\/\/uatv.ua\/?p=1276161"},"modified":"2025-12-24T16:29:39","modified_gmt":"2025-12-24T14:29:39","slug":"eu-seeks-to-curb-national-vetoes-to-overcome-hungary-and-slovakia-s-resistance","status":"publish","type":"post","link":"https:\/\/uatv.ua\/en\/eu-seeks-to-curb-national-vetoes-to-overcome-hungary-and-slovakia-s-resistance\/","title":{"rendered":"EU Seeks to Curb National Vetoes to Overcome Hungary and Slovakia\u2019s Resistance"},"content":{"rendered":"\n<p>The European Union has increasingly advanced legislative proposals that are <strong>not subject to national vetoes<\/strong> in an effort to overcome resistance from <strong>Hungary and Slovakia<\/strong>, though experts warn that this approach carries <strong>political and legal risks<\/strong>, <a href=\"https:\/\/www.euronews.com\/my-europe\/2025\/12\/23\/the-eu-wants-to-end-the-era-of-national-vetoes-but-its-complicated\">Euronews<\/a> wrote, according to&nbsp;<a href=\"https:\/\/uatv.ua\/en\/\" target=\"_blank\" rel=\"noreferrer noopener\">UATV English<\/a>.<\/p>\n\n\n\n<p>At this month\u2019s EU summit, European leaders turned to a tool that until recently had seemed unthinkable: <strong>issuing joint debt backed by the EU\u2019s common budget to support Ukraine<\/strong>. This allowed the bloc to avoid the requirement for <strong>unanimous approval<\/strong> by all member states and signaled a broader search for ways to <strong>bypass national vetoes<\/strong>, particularly those wielded by Hungary, which has made veto power central to its policy on Ukraine \u2014 from financial aid to EU accession talks.<\/p>\n\n\n\n<p>To agree on joint borrowing among <strong>24 countries<\/strong>, bypassing Budapest, Prague, and Bratislava, the EU invoked the principle of <strong>\u201cenhanced cooperation\u201d<\/strong> under the Treaty on the Functioning of the European Union. More recently, <strong>Article 122<\/strong> of the treaty was used, allowing a <strong>qualified majority<\/strong> to indefinitely block frozen Russian assets.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p>\u201cWe see a clear intention by EU leadership to try to bypass potential vetoes by Hungary and Slovakia and move key decisions to qualified majority voting,\u201d<br>said <strong>Daniel Heged\u00fcs<\/strong>, Regional Director at the German Marshall Fund.<br>\u201cBut I don\u2019t think this is a win-win solution \u2014 neither legally nor politically.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p>Since 2011, EU member states have used vetoes <strong>46 times across 38 issues<\/strong>. Hungary has imposed the most vetoes in recent years \u2014 <strong>19 in total<\/strong>, according to Euronews. Poland ranks second with <strong>seven<\/strong>, while Slovakia has blocked <strong>two decisions<\/strong>, both this year.<\/p>\n\n\n\n<p>Most EU statements supporting Ukraine have been issued <strong>on behalf of the EU-26<\/strong>, excluding Hungary. However, this does not change the fact that all member states retain veto power over decisions requiring unanimity for major policy shifts.<\/p>\n\n\n\n<p>German Chancellor <strong>Friedrich Merz<\/strong> and French President <strong>Emmanuel Macron<\/strong> currently support changes to EU voting rules. Such reforms, however, would require <strong>treaty changes<\/strong>, which Hungary \u2014 and possibly other states \u2014 are likely to oppose. As the systematic use of vetoes has increasingly hampered EU decision-making, Brussels is now seeking <strong>more creative solutions<\/strong>.<\/p>\n\n\n\n<p>An EU diplomat speaking anonymously told Euronews that the <strong>European Commission is deliberately structuring proposals<\/strong> to avoid unanimity requirements. One such attempt occurred in May with the launch of the <strong>REPowerEU roadmap<\/strong>, aimed at phasing out Russian fossil fuel imports by 2027, thereby sidestepping expected vetoes from Hungary and Slovakia.<\/p>\n\n\n\n<p>A source within the European Commission also suggested that the EU could adopt a model similar to a <strong>\u201ccoalition of the willing\u201d<\/strong> to move forward despite internal opposition. Earlier this year, European Council President <strong>Ant\u00f3nio Costa<\/strong> proposed changing enlargement rules to accelerate the process by removing unanimity requirements for each negotiation chapter.<\/p>\n\n\n\n<p>Still, some experts caution that bypassing dissenting member states across multiple policy areas could <strong>backfire<\/strong>. Hungary and Slovakia have already signaled they will <strong>challenge the REPowerEU legislation<\/strong> in court. The European Commission faces similar risks in using Article 122 to extend the freezing of Russian assets.<\/p>\n\n\n\n<p>It remains unclear whether all member states would accept a gradual erosion of veto rights, which are often seen as a <strong>last line of defense for national interests<\/strong>. Every EU country has, at some point, threatened to use its veto, as it guarantees equal influence at the negotiating table regardless of size.<\/p>\n\n\n\n<p>As previously reported, at the <strong>December 18\u201319 EU summit<\/strong>, leaders agreed after lengthy negotiations on a <strong>two-year financing mechanism for Ukraine<\/strong>, involving <strong>\u20ac90 billion in joint, interest-free borrowing<\/strong> from capital markets. Ukraine would only be required to repay the funds if Russia pays reparations for war damages.
