Russian President Vladimir Putin rejected a peace proposal from the United States and Ukraine<\/strong> during a meeting with a U.S. delegation in Moscow on December 2, and is unlikely to accept any compromise that does not align with his original war goals<\/strong>, according to a report by the Institute for the Study of War (ISW)<\/a><\/strong>,\u00a0UATV English\u00a0<\/a>reports.<\/p>\n\n\n\n

The meeting involved Putin<\/strong>, his aide Yuriy Ushakov<\/strong>, and Kremlin special envoy Kirill Dmitriev<\/strong>, who met with U.S. Special Envoy Steve Witkoff<\/strong> and Jared Kushner<\/strong>, the son-in-law of former U.S. President Donald Trump.<\/p>\n\n\n\n

After the talks, Ushakov stated that the U.S. and Russia discussed \u201cseveral options\u201d for a peace settlement but failed to reach agreement on a \u201ccompromise plan.\u201d<\/strong> He added that some U.S. proposals were acceptable to Russia<\/strong>, while Putin expressed a \u201ccritical or negative attitude\u201d<\/strong> toward others.<\/p>\n\n\n\n

Ushakov also claimed the parties did not discuss \u201cspecific wording or concrete proposals,\u201d<\/strong> but focused on the \u201cessence\u201d of the documents<\/strong> the U.S. had previously submitted to Moscow.
According to the Russian account of the meeting, the delegations discussed \u201cterritorial issues\u201d<\/strong> and \u201cenormous prospects\u201d<\/strong> for U.S.\u2013Russian economic cooperation.<\/p>\n\n\n\n

Ushakov further said both sides agreed not to disclose the substance of the negotiations<\/strong>, which ISW notes is consistent with its December 1 forecast that the Kremlin would avoid public discussion to obscure Russia\u2019s rejection of the peace proposal.<\/p>\n\n\n\n

ISW stresses that senior Kremlin officials, including Putin, have consistently rejected the 28-point peace plan and its later versions<\/strong> since they first emerged in mid-November 2025, because the proposals did not satisfy Russia\u2019s maximalist war objectives.<\/strong><\/p>\n\n\n\n
