he regime of Vladimir Putin<\/strong> relies on domestic repression and external aggression<\/strong> for survival \u2014 it needs war to continue existing.
That\u2019s according to David Cattler<\/strong>, former Director of the U.S. Defense Counterintelligence and Security Agency (DCSA)<\/strong>, who spoke at the Riga Security Conference<\/strong>, Ukrinform<\/a><\/strong> reports.<\/p>\n\n\n\n

\n

\u201cInternal authoritarian consolidation in Russia and its external wars of expansion are two sides of the same coin. The regime sustains itself through repression at home and aggression abroad. Both processes are driven by the same logic of domination,\u201d said Cattler, who served as DCSA Director until September 30<\/strong> of this year.<\/p>\n<\/blockquote>\n\n\n\n

According to him, modern Russia is reproducing old imperial policies<\/strong>, merely changing their ideological packaging<\/strong> \u2014 from the \u201cdivine empire\u201d to the \u201cRussian world.\u201d<\/p>\n\n\n\n

\n

\u201cPutin has turned Russia into a war machine \u2014 a state that can exist only in a state of conflict. He has shifted the economy to a wartime footing and raised a generation that believes violence abroad is patriotism at home. Inside the country, censorship, surveillance, and propaganda have become the glue that holds the system together,\u201d Cattler emphasized.<\/p>\n<\/blockquote>\n\n\n\n

The former Pentagon counterintelligence chief noted that Putin\u2019s propaganda<\/strong>, which first dehumanized Ukrainians<\/strong>, is now targeting other Europeans<\/strong>, while war itself has become the regime\u2019s political metabolism<\/strong> \u2014 something it cannot survive without<\/strong>.<\/p>\n\n\n\n

\n

\u201cThis is not just foreign policy. It has become the political metabolism of a regime that needs war to endure. That\u2019s why the outcome in Ukraine matters far beyond its borders. If Russia wins, every border in Europe becomes negotiable, and every \u2018frozen conflict\u2019 becomes a template for new aggression. When Ukraine wins, it will send a clear signal: aggression has failed, borders remain intact, and the colonial model collapses,\u201d he stated.<\/p>\n<\/blockquote>\n\n\n\n

Cattler underscored that Europe and the United States must move from a state of alarm to sustained action<\/strong> \u2014 including boosting defense production<\/strong>, closing sanctions loopholes<\/strong>, and strengthening protection against hybrid threats<\/strong>.<\/p>\n\n\n\n
