Shmyhal on unified logistics space with EU: Ukraine to build and upgrade 46 border checkpoints

Ukrainian Prime Minister Denys Shmyhal has outlined the government’s plans for creating a unified logistics space with the EU, with the Cabinet of Ministers planning to upgrade 29 border checkpoints and construct 17 new ones by 2030.

Shmyhal shared these details on his Telegram channel, according to Ukrinform.

“We are creating a unified logistics space to ensure the smooth and rapid movement of people, goods, and services across the border in both directions. We are focusing on several key areas,” he said.

The first key area is the “transport visa-free regime” with the EU, which eliminates the need for separate permits for Ukrainian carriers. According to Shmyhal, the government is working to make this arrangement permanent in Ukraine-EU relations. He noted that in 2024, Ukraine exported $14.7 billion worth of goods by road transport, a 5% increase from 2023.

The second focus is modernizing border infrastructure and checkpoints. The government has set clear goals: 29 checkpoints will be upgraded and 17 new ones will be built by 2030.

“We are launching joint customs and border control with the EU. A pilot project is expected to begin this year on the Ukrainian-Polish border. Negotiations on the necessary agreement with the European Commission are underway,” Shmyhal added.

The eQueue system is currently operating at 28 checkpoints. Since its launch, it has recorded nearly 1.7 million border crossings, Shmyhal said.

Another priority is Ukraine’s maritime corridor, which has already transported over 100 million tonnes of cargo to 53 countries in just one-and-a-half years. Shmyhal said that the Black Sea had once again become a gateway for Ukrainian exports and that the government would continue investing in port infrastructure in Odesa and along the Danube River.

He said that supporting Ukrainian exports was another priority.

“Over the past three years, the state has provided UAH 20 billion in support through the Export Credit Agency. This year alone, UAH 1.5 billion has already been allocated,” Shmyhal said.
