Security guarantees for Ukraine – political scientist announces conditions, terms, and countries

Ukraine will receive security guarantees, but not quickly enough. It will be possible to talk about them after the withdrawal of Russian troops from Ukrainian territory. Security guarantees for Ukraine will most likely be framed in a multilateral security treaty. Such an opinion today, March 2, was expressed by a political scientist, doctor of political sciences Igor Petrenko, on the air of the FREEDOM TV channel.

“This definitely should not be an analogue of the Budapest Memorandum, with which we have already been very badly burned. And it’s definitely not the Minsk agreements, neither the first nor the second option, “Minsk” is definitely not needed. This should be a concrete agreement on security guarantees, which will indicate the specific actions that these countries will be ready to take. But what these actions will be will depend, among other things, on the state in which Russia ends the war. Secondly, from the readiness of specific countries to take on certain obligations that they will then need to implement. Therefore, this is a very difficult task. And still it will be an auxiliary tool,” says Petrenko.

The political scientist states that the most important guarantee of Ukraine’s security is the Armed Forces, this is the unity of society and the strength of the economy.

“This is what we should focus on first. What form will this agreement take? Well, yes, again, a multilateral agreement, who will be, which countries? Of course, these are the USA, Great Britain, Eastern European countries, including Poland, the Baltic countries, I think they will definitely support this. And, most likely, it is Germany, France at least. Therefore, most likely, you need to focus somewhere on the G7 at least, and other countries that directly feel and understand the threat posed by the Russian Federation, and who understand that the same thing can happen to them as to Ukraine. But then again, we will talk about these guarantees after the time when, according to the plan, if we say, then this is the withdrawal of the troops of the Russian Federation, the resumption of territorial integrity, obviously, this is a matter of military loss to the Russian Federation. And then I think that this issue will be more active. That is, we are already preparing, and we have our own proposals, we are discussing with our partners,” he said.

Petrenko clarified that it is necessary to understand that many countries do not want publicity yet. They may be ready to agree to a lot, but so far they are not ready to articulate it, they still do not understand how fast the end of the Russian Federation can be.

The political scientist also commented on the assertion that security guarantees are, in fact, the duty of each country to stand up for Ukraine or officially help Ukraine if the Russian Federation again shows aggression against Ukraine.

“In fact, it is about what we have for today, so that we can get it within 72 hours or a few days, and not exactly a year. Since our requests were to close the sky, and for the supply of air defense and missile defense, and for the supply of tanks and everything else, they were also sanctions. As I also imagine it, as far as I understand, as it was discussed, Kyiv Security Compact, articulated by Yermak and President Zelensky, are actually different blocs. Firstly, this is the coordination of an already defined set of sanctions packages that can be implemented. Secondly, it is a matter of economic aid and support. Perhaps these are amounts, perhaps these are mechanisms, perhaps this is the formation of some kind of fund that can be used. There is room for maneuver here. Then there is the question of the supply of weapons, ammunition and everything else. Perhaps it would be very good to push through the issue of closing the sky, it would be very important,” Petrenko said.

In his opinion, then, of course, Ukraine needs such countries as the USA, Great Britain, Poland, Germany, France and so on.

“At least, if it is, of course, the leadership position of the United States, it will be wonderful. And in this form, a set of certain things that they can provide us with, we cannot demand from countries that they send their troops to help us. This may be the case if we become members of NATO, we understand this very well. But to accelerate all this assistance, which really increased our competitiveness with the Russian Federation, we can get all this much faster, ”concluded Igor Petrenko.
