Russia says morning strike on Kiev was a “response” to attack on chemical plant in Rostov region

Russia’s Defense Ministry says the December 20 morning shelling of Kiev was a “response” to the December 18 attack by Ukrainian ATACMS and Storm Shadow missiles on the Kamensk Chemical Plant in Rostov Region.

According to the Russian military, the strike targeted the SBU command center, the Luch design bureau and a Patriot system position. Russia claims that all targets were successfully hit, but there is no independent confirmation of these claims.

The Kamensky Chemical Plant, which was attacked earlier, specializes in the production of solid fuel components for rocket engines, ammunition and the disposal of missile systems. During the full-scale war against Ukraine, production at the plant was expanded.

On the morning of December 20, Russian missiles rained down on Kiev. Thanks to air defense work, the missiles were shot down, but debris fell in four neighborhoods of the city, causing fires. One person died and nine were injured. Five cars and a section of heating mains were damaged.

The Russian shelling, like the accusations against Ukraine, drew condemnation and concern because of the growing intensity of attacks on civilian infrastructure.
