“Putin’s Responsibility Law”: a third bill on sanctions against the Russian Federation was submitted to the US Congress

A bill was submitted to the US Congress to impose sanctions against Russia in the event of further aggression against Ukraine.

The Putin Responsibility Law is the third bill that deals with sanctions against Russia and is under consideration by Congress. The bill is meant to push President Joe Biden’s team to consider tightening sanctions against Russian President Vladimir Putin and Russia now, before further invasion of Ukraine, not after.

The bill was proposed by Republican Jim Banks. It targets Putin’s illicit wealth, which could run into the hundreds of billions of dollars. This money mainly belongs to Putin’s family members and his friends. Among the people from Putin’s entourage who will be sanctioned are former Olympic gymnast and former State Duma deputy Alina Kabaeva, Russian Foreign Minister Sergei Lavrov, Russian presidential press secretary Dmitry Peskov and others.

The bill also provides for the introduction of such restrictions as disconnecting Russia from the SWIFT system of international financial transactions, restrictions against Nord Stream 2, a ban on operations with Russian public debt, etc.

To remind, US Senator Marco Rubio has prepared a bill to contain authoritarian military actions in 2022, which provides for the immediate imposition of tough personal sanctions against Russian President Vladimir Putin and his entourage. The document has now been submitted to the US Senate.
