  • The plan is a doctrine aimed at guiding Ukraine from war to peace.
  • “Set the task of making 3 thousand cruise missiles,” Zelenskyy
  • In addition, next year Ukraine will produce at least 30 thousand long-range drones.
  • Unity: The President dismissed rumors about elections, emphasizing that first there must be a “just peace.”
  • Front: A Military Ombudsman will be established. The mobilization age will not be lowered. The military command will present a new system of contracts for citizens under the mobilization age.
  • Weapons: In 2025, Ukraine will produce at least 30,000 long-range drones to compensate for the lack of artillery. The President set a goal to create 3,000 cruise missiles. A Technological Headquarters will be established.
  • Finances: “Everything we can produce in Ukraine must be purchased in Ukraine.” There was mention of ensuring business safety from law enforcement, interest in decriminalization, and reducing the share of GDP redistribution.
  • Energy: By the end of the year, regional resilience passports will be created, and next year, generation passports will follow. Zelenskyy stated that much of the energy infrastructure is protected, but this information is classified.
  • Security: Metal detector checkpoints will be required at the entrances to all schools and other government buildings. There is a need to modernize shelter standards and strengthen the state border.
  • Communities: Discussions were held about tax conditions for frontline areas, but no specifics were provided.
  • Human Capital: A National Accessibility Standard will be introduced. A multi-citizenship institute is needed, as well as a reboot of the diplomatic service (replacements are expected by the end of the year). The time of the Moscow church has ended. A Ministry of Ukrainian Unity will be established.
  • Culture: A “Cultural Ramstein” initiative was launched. A department of Ukrainian studies will be created in foreign universities.
  • Heroes’ Politics: Veterans will be engaged in public service, and in 2025, rehabilitation units will be set up in every community. The introduction of 11,000 specialists to assist veterans, the creation of at least 80 veteran spaces, and housing for veterans are planned. Family doctors will receive additional payments for contracts with veterans.
