Zelenskyy presented the “victory plan” to EU leaders

On Thursday, October 17, President Volodymyr Zelenskyy spoke at the European Council meeting and presented a “victory plan,” or a strategy to compel Russia to engage in genuine diplomacy.

This was revealed during his speech.

Zelenskyy emphasized that European unity is also a weapon that ensures security not only for Ukraine but for all European nations.

He stressed the need to hold a second Peace Summit to end the war and announced a Framework Peace Formula that encompasses all aspects of peace restoration.

“We have already held four meetings regarding the points of the Peace Formula. Today, the fifth is taking place in France. I am grateful to France for hosting it. In November, we will develop a full document based on the Peace Formula and share it with everyone, including the Russians, at the Peace Summit,” he shared.

Zelenskyy noted that the “victory plan” could prepare Russia for “real diplomacy” and compel it to achieve a “just peace.”

He appealed to the summit participants to help implement this plan.

“If we start now and follow the ‘victory plan,’ we can end this war by next year,” Zelenskyy stressed.

According to the Ukrainian leader, the aim of the plan is to strengthen not only Ukraine but the entire Euro-Atlantic community.

“Russia will resort to diplomacy only when it sees that it cannot achieve anything through force. We must create the proper conditions to end this war,” he emphasized.

Zelenskyy highlighted that Ukraine is ready to put the “victory plan” on the table for European leaders and hopes for their support.

“Ukraine is ready for genuine diplomacy. But for that, we must be strong. Coerced ceasefires instead of a just peace have never ensured security. No one is happy when war returns,” he concluded.

The president also separately presented each point of the “victory plan.”

As reported earlier, the “victory plan” consists of five points.

  • The first calls for the immediate invitation of Ukraine to NATO, which requires the determination of partners.
  • The second point addresses relocating the war to Russian territory.
  • The third involves placing a “comprehensive non-nuclear strategic deterrent package” in Ukraine.
  • The fourth concerns investments in extracting valuable resources in Ukraine that are of interest to many countries.
  • The fifth point pertains to the “post-war period.”
