“Russia is still avoiding honest diplomacy, but we must stop it”: Zelenskyy presented Ukraine’s “Victory Plan”

Glory to Ukraine!

Our people in Ukraine and the world do not tire of saying: “Glory to Ukraine!”

Ukraine does not tire of responding: “Glory to the heroes!”

But on our land, the words “Ukraine must win” are heard less often.

For some, victory has become an uncomfortable word. Unfortunately. And in reality – we understand – it is not easy to achieve victory.

However, only victories bring glory to a country. And they allow us to preserve the true memory of heroes – for centuries. And they allow the country to live. To live independently, freely, sovereignly, on its own land and by its own laws.

And to choose our own future. The future for Ukraine is undoubtedly to be a strong part of the global world, to be on an equal footing with all leading countries, to be in the European Union and NATO – to be there with full rights. Being there is just for us. Glory to Ukraine!

Ukrainians deserve this.

And this is exactly our goal – to fight for Ukraine’s right to life. To win justice for Ukraine. To end this war with a reliable and honest peace for all of us.

I thank everyone who is bringing this goal of ours closer: every soldier, all the citizens of Ukraine.

And precisely for all of us, Ukrainians, a plan has been prepared – the Victory Plan.

The Victory Plan for Ukraine is a plan to strengthen our state, to strengthen our positions. To be strong enough to end the war. So that Ukraine will have all its muscles.

This Plan can be implemented. It depends on partners. I emphasize: on partners. It definitely does not depend on Russia.

Everyone in the world sees that Russia is not seeking an honest peace. Putin has gone mad and wants only war. He will not change himself. He is too much from the past. Too much of yesterday. He is deaf to everyone else.

But – together with our partners – we must change the circumstances so that the war ends. Regardless of what Putin wants.

We all must change the circumstances so that Russia is forced to peace.

Let us recall that almost two years ago at the G20 summit in Indonesia, I proposed the Peace Formula. It is a strategy to end Russia’s aggression against Ukraine and restore justice for the Ukrainian people based on the goals and principles of the UN Charter.

In two years, almost one hundred countries from all parts of the world have supported the Peace Formula.

I am grateful to each such country.

We held a successful inaugural Peace Summit and proved that this negotiation format can be successful in ending the war.

But Russia still evades honest diplomacy and throws in ultimatums between bombs.

We must stop this.

No Russian ultimatum will have any meaning for Ukraine.

This is guaranteed by our warriors, all our people, and our unity. The unity of Ukraine. And the unity of partners. All of this is the foundation of our ability to achieve our goal.

The Victory Plan is the path to strengthening Ukraine. It is exactly the kind of strengthening Ukraine needs not only to defend our positions but to build a bridge – a bridge to hold the second Peace Summit, which will put a fair end to this war for Ukraine.

Today I want to publicly present this Plan. And I turn to you – for the sake of unity and support for Ukraine.

Dear Ukrainian people!

Mr. Chairman of the Verkhovna Rada of Ukraine!

Mr. Prime Minister!

Mr. General, Commander-in-Chief of the Armed Forces of Ukraine!

Leaders of intelligence services, the Security Service of Ukraine, government officials, heads of all state institutions of Ukraine!

People’s Deputies of Ukraine!

Ukrainian diplomats!

Representatives of the countries – our partners – ambassadors in Ukraine!

Everyone present in this hall!

The urgency of the Victory Plan is now. These are points, most of which are timed.

If we start moving with this Victory Plan now, it may be possible to end the war no later than next year.

All of us who feel the pain of war hear that names like Pokrovsk, Vovchansk, Kharkiv, Sumy, Orikhiv, Zaporizhzhia, Kherson, as well as Donetsk, Luhansk, Crimea, reflect not only the fate of Ukraine.

But also the fate of the Baltic states. Finland. Poland. Georgia. Moldova. The Balkans. Central Asian countries.

And countries from other regions of the world, which may be far from us in Ukraine but are very close to our partners. This concerns Libya, Syria, and countries in the Sahel region.

In the battles that Ukrainians are currently fighting for their independence, it is being decided whether the world will plunge into even more wars.

Russia and its allies want more wars.

They are learning. The more time they have to learn to bring ruin, the more the world will later pay for the right to peace.

For our partners, helping Ukraine now guarantees that the world order based on rules will be preserved.

If Russia’s war against Ukraine ends at the Peace Summit and on the basis of international law, it will convince other potential aggressors not to start wars.

If Putin achieves his insane goals – geopolitical, military, ideological, and economic – it will create the irresistible impression for other potential aggressors, particularly in the Gulf region, the Indo-Pacific region, and Africa, that wars of conquest can also be profitable for them.

Thus, the fate of the coming decades is being determined precisely by the actions of our global coalition in defense of Ukraine and international law.

It is absolutely legitimate for us to appeal to partners for support in this battle.

For partners, it is entirely practical to help us not only stand firm but also to win.

By doing so, partners will help themselves no less.

In the coalition of criminals with Putin is already North Korea – the Kim family, which holds more than 20 million Koreans in slavery.

Our intelligence records not only the transfer of weapons from North Korea to Russia but also the transfer of people.

These are workers for Russian factories – instead of Russians killed in the war. And personnel for the Russian army.

This is, in fact, the participation of a second state in the war against Ukraine on the side of Russia.

Everyone sees the aid from the Iranian regime to Putin. Just as they see China’s cooperation with Russia.

Despite statements, Beijing refrains from taking truly effective steps to stop Russia’s aggression and violations of the UN Charter.

And we must honestly speak – Ukrainians and all our partners: if we do not strengthen now, Putin will have time to strengthen next year so much as to forever dismiss diplomacy.

Russia must lose the war against Ukraine.

And this is not “freezing.”

And this is not trading territory or sovereignty of Ukraine.

We must implement the Victory Plan to force Russia to participate in the Peace Summit and be ready to end the war.

So, the Plan consists of five points and three secret annexes.

  • The first point is geopolitical.
  • The second and third points are military.
  • The fourth point is economic.
  • The fifth point of the Victory Plan is security.

The points are timed. The first four are during the war, to end it. The fifth point is for the post-war period, to guarantee security.

The first point is the invitation to NATO. Now.

We are a democratic nation that has proven it can defend the Euro-Atlantic and our shared way of life – the way of other democratic nations.

For decades, Russia has used geopolitical uncertainty in Europe, namely – the fact that Ukraine is not a member of NATO. It was this that tempted Russia to encroach on our security. Now, the fact of an invitation for Ukraine to NATO can truly be fundamental for peace.

We understand that NATO membership is a matter of the future, not the present.

But Putin must see that his geopolitical calculations are losing.

Russians must feel that their tsar has lost geopolitically.

I thank all our partners who support that an invitation for Ukraine to NATO now with membership later strengthens everyone.

Invitation – this is a strong decision that requires nothing but determination.

And today the invitation symbolizes much more than just NATO.

Determination on the issue of NATO for Ukraine also means the inevitability of Eurointegration for Ukraine and the unalternativeness of democracy in Ukraine.

That is why this is the starting point of the Victory Plan. A testament to determination. An unconditional invitation now.

It is a certainty of how partners truly see Ukraine’s place in the security architecture.

I ask all of you to work for the determination of partners to recognize Ukraine as equal to others in the European security architecture.

The second point is defense.

It is irreversible strengthening of Ukraine’s defense against the aggressor.

It is realistic – to defend our positions on the battlefield in Ukraine and at the same time return the war to Russian territory, so that Russians truly feel what war is and, despite Russian propaganda, begin to turn their hatred towards the Kremlin.

We are not naive. Ukraine does not believe, and will not believe, that most Russians will realize the depth of Russia’s moral downfall.

But they must feel the downfall of their army.

And this will be a defeat of their ideology of war.

There is a clear list of weapons capable of supporting such strength for our warriors. And thanks to the Kursk operation, we saw that Putin does not have enough strength to hold on when we press truly hard.

Therefore, the key to implementing this second point of the Victory Plan is:

  • the successful continuation of operations by the Defense and Security Forces of Ukraine in designated areas of enemy territory to prevent buffer zones on our land;
  • the irreversible strengthening of the positions of the Defense and Security Forces of Ukraine and the destruction of Russia’s offensive potential on the occupied territory of Ukraine;
  • the partners’ assistance in staffing reserve brigades for the Armed Forces of Ukraine;
  • raising Ukraine’s air defense to a level sufficient to protect our cities and villages from Russian missiles and drones, and joint defensive operations with our European neighbors to shoot down Russian missiles and drones within the reach of the air shield of the partners;
  • expansion of operations using our Ukrainian missiles and drones, as well as investments in expanding their production in Ukraine;
  • removal by partners of restrictions on the use of long-range weapons across all territories of Ukraine occupied by Russia and on the territory of Russia – against military infrastructure facilities – and provision to Ukraine of appropriate long-range missiles, drones, and other means of destruction;
  • provision to Ukraine in real time of satellite data and data obtained from other intelligence sources.

For each of the sub-items of the defense point of the Victory Plan, Ukraine provides partners with a clear justification of what our goals are, how we achieve them, and how much this will reduce Russia’s ability to continue the war.

The defense point of the Plan has a secret annex, and it is accessible only to those partners who have the corresponding military potential for assistance.

The third point of the Plan is deterrence.

It also has a secret annex. It has already been received by the leaders of the United States, the United Kingdom, France, Italy, and Germany.

Some other countries that can provide meaningful contributions to Ukraine will also receive it – this very well-known global concept of deterrence.

Russian leadership acts aggressively only when convinced that it will not receive an adequate destructive response.

When Russia knows that a response will come and understands what that response will be, they choose negotiations and stable coexistence even with strategic opponents.

Thanks to this, the deterrence of Russia from aggression is possible both regarding Ukraine and the whole of Europe.

Ukraine offers to place a comprehensive non-nuclear strategic deterrence package on its territory, which will be sufficient to protect Ukraine from any military threat from Russia and which will narrow Russia’s options to such prospects: either to join a fair diplomatic process for a just end to the war or to guarantee the loss of the ability to continue the aggressive war as a result of Ukraine’s use of the provided deterrence package according to the defined military objectives.

That is, the deterrence package means that Russia either goes for diplomacy or… loses its war machine.

Peace through strength.

On both sides of the Atlantic, this works equally effectively. And this point can be ensured, in particular, by financing within the already concluded security agreements with partners and defined volumes of financial support.

The fourth – strategic economic potential.

Ukraine is home to natural resources, including critically important metals worth trillions of dollars. This includes uranium, titanium, lithium, graphite, and other strategically valuable resources that will enhance either Russia and its allies or Ukraine and the democratic world in global competition.

The deposits of critical resources in Ukraine, together with Ukraine’s globally important potential in energy and food production, are among Russia’s key invasion goals in the war.

And this is our opportunity for growth.

Economic growth for Ukraine. Economic strengthening of the European Union for the sake of economic and largely security autonomy of Europe. And this is an opportunity for the United States and our G7 partners to work with Ukraine – an ally that can provide profit on investment.

The economic point of our strategy has a secret annex that is transmitted only to designated partners.

Ukraine offers the United States together with designated partners, including the European Union, of which Ukraine will be a part, and with other partners in the world, to conclude a special agreement on the joint protection of critical resources present in Ukraine, joint investment, and the use of the relevant economic potential.

This is also peace through strength. Economic strength.

This agreement will organically complement and strengthen the existing system of economic pressure on Russia, namely – all existing sanctions against Russia, oil price restrictions, export restrictions to Russia, and other pressure measures.

Russian partners around the world must see that this regime has no economic future.

And the fifth point is aimed at the post-war period.

After this war, Ukraine will have one of the most experienced and large military contingents. These are people – our warriors who will possess real experience of modern warfare, successful experience of using Western weapons, and diverse experience of interaction with NATO militaries.

This Ukrainian experience must be used to strengthen the defense of the Alliance and guarantee security in Europe.

This is a worthy mission for our heroes.

We foresee, with the consent of partners, the replacement of certain military contingents of the U.S. armed forces deployed in Europe with Ukrainian units. After the war.

Ukrainians have proven that they can be the force that Russian evil cannot overcome.

And I am grateful to every partner – to all those with whom we have discussed this prospect for the post-war period – grateful for their respect for Ukrainians and our ability to be indomitable in alliance with partners.

Dear Ukrainian people!

Esteemed attendees!

Ukraine’s partners, to whom this Plan has already been presented, have approached it practically. Carefully. Teams are focused on the details for effective support.

Tomorrow I will present the Victory Plan at the European Council meeting.

But I want to be frank with you about how the situation is accompanied by certain non-public communication with Ukraine.

We hear from partners the word “negotiations,” and the word “justice” sounds much less frequently.

Ukraine is open to diplomacy, but to fair diplomacy.

That is why we have the Peace Formula. This is a guarantee of negotiations without coercing Ukraine into injustice. Ukrainians deserve a decent peace.

The Victory Plan will pave the way for this. The Victory Plan is a guarantee that the madmen in the Kremlin will lose the ability to continue the war. Therefore, the Victory Plan is a bridge to the realization of the Peace Formula and a pathway to fair diplomacy.

But on this path, Ukraine must be strong. United. And aware – aware that Russia cannot let go of Ukraine, but Russia can and must lose Ukraine.

Russia must permanently lose control over Ukraine and lose even the desire for such control. This is a guarantee of life for Ukraine. And at the same time – a guarantee of peace for Europe.

And for us to achieve this, I ask you to work for unity in Ukraine and Ukraine – with partners. To convince partners. To be those who work tirelessly.

I thank everyone who works this way for the sake of Ukraine. Who fights for the sake of Ukraine.

I thank everyone on whose shoulders Ukraine stands.

Sometimes in wartime, society can become polarized. But it is precisely through mutual respect and gratitude that society is preserved. Despite polarization.

We do not fight each other.

We fight Russia on the battlefield, in international relations, in the economy, in the information sphere, and in human hearts.

We have achieved and are achieving results in battles thanks to our unity.

So please, let’s not lose unity.

Let’s work together. For the sake of Ukraine.

For the victory of Ukraine.

If we lose unity in Ukraine, we will lose unity in Europe.

If we lose unity in Europe, we will lose the support of the world.

If we lose the support of the world, we will lose this war, as it was a century ago.

The Victory Plan, among other things, allows all of us in Ukraine to unite even more around a common goal.

That is why I am addressing you now.

May our joint work on the Victory Plan quickly turn into peace for Ukraine.
